According to the Charter of the city the local government is carried out in the territory of Chelyabinsk. A representative body is the Chelyabinsk City Council. The Duma is elected for a period of 5 years.
According to the changes made to the Charter of the city of Chelyabinsk in May, 2010, the head of the Chelyabinsk municipality is the Mayor of Chelyabinsk (The chairman of the Chelyabinsk City Council).
The City Council claimed Mosharov Stanislav Ivanovich for this position in June of 2010. The mayor (The chairman of City Council) carries out the organization of activity of City Council and carries out representative functions. Executive and distributive functions are assigned to the City administration of Chelyabinsk. It consists of city services (governing bodies and the organizations subordinated to them) and administrations of areas in the city. The city administration of Chelyabinsk is headed by the Head of administration of the city, who is appointed by City Council by results of contest for post of the Head of administration of the city to a term of office of City Council.
The head of administration of the city is allocated with executive and administrative powers according to the solution of questions of local value and the organization of activity of the City administration. The Head of administration of the city is Teftelev Evgeny Nikolaevich (since December 26, 2014). The territory of the city is divided into seven districs:
- Kalininsky (was founded in 1970),
- Kurchatovsky (1985),
- Leninsky (1935),
- Metallurgichesky (1946),
- Sovietsky (1937),
- Tractorozavodsky (1937),
- Central (1961).
Districts of the city are the intracity territory and are formed for ensuring effective management of municipal economy and the social sphere of the respective territories.
