THE PROCEDURE OF WORK WITH APPEALS OF CITIZENS AND ORGANIZATIONS OF PERSONAL CITIZENS RECEPTION

VIII. The procedure of work with appeals of citizens

and organizations of personal citizens reception

 

94. The City Administration, within the limits of its competence, provides consideration of appeals of citizens, associations of citizens, including legal entities (hereinafter - citizens appeals), in accordance with the legislation of the Russian Federation, the Charter of the city, these Regulation.

95. The Organization of work with citizens appeals, as well as of personal citizens reception in the City Administration, is vested in the department of work with appeals of citizens and organizations of the Administrative Department (hereinafter - the appeals department).

96. The citizens appeals, received by the City Administration  (in written form and in the form of an electronic document), are transferred to the appeals department, where they are processed in accordance with the established procedure and registered in electronic documentation system within 3 days from the moment of their arrival to the City Administration.

97. After the registration the appeals of citizens (in dependance on the address and content of their issues) shall be sent  for the consideration of the Head of the city, first Deputy Heads, Deputy Head, heads of structural units of the City Administration in the prescribed manner.

98. The city Head, first Deputy Heads, Deputy Head, heads of structural units of the City Administration, which have been sent an appeal for the review, shall send it with the relevant resolution to the direct executor for taking action and preparing a reply to the applicant not later than 3 days after .

99. Appeals of citizens are considered within 30 days from the date of their registration, including the date of the reply to the applicant.

The deadline for the consideration of the application may be extended if the raised issues require special study and additional checks, but not more than 30 days, with a written notification of the applicant. The right to extend the period of the appeal's consideration is given to the the city Head, first Deputy Heads, Deputy Head or other officials of the City Administration, which competence contains the decision to address the issues.

If the last day of the consideration term of a citizen appeal  is on a holiday, the day of the expiration of the citizen appeal consideration is considered to be the closest working day.

100. The appeals of citizens, transmitted for the consideration from the State authorities, local self-government bodies, are put under particular control by the appeals department .

101. The personal citizens reception by the city Head, first Deputy Heads, Deputy Head or other officials of the City Administration is carried out at set days of the week according to the schedule, approved quarterly by the Head of the city. Information about citizens reception is put in a reception room of the appeals department and on the official site of the City Administration, as well as brought to the attention of the public through the media.

The appointment, the preliminary interview and the organization of personal reception of citizens:

1) to the Head of the city -  are provided by the referantur (Office) of the Head of the city;

2) to the first Deputy Heads of the city -  are provided by the referanturs of the first Deputy Heads of the city;

3) to the Deputy Heads of the city -  are provided by the chief of the appeals department;

4) to the other officials of the City Administration -  are provided by the authorized employees of the relevant structural units of the City Administration.

102. The instructions of the city Head, first Deputy Heads, Deputy Heads, given during a personal reception of citizens, are put under control of the appeals department.

The appeals, passed on a personal admission  in writing or in the form of an electronic document, shall be taken into account and dealt with equally with other appeals in writing or in the form of an electronic document. Each appeal of a citizen, received on a personal reception, start the controller card verification of personal reception of citizens.

103. If raised in citizens appeals issues  are not beyond the competence of the City Administration, the appeals shall be transmitted within 7 days from the date of their registration to the appropriate body (including administrations of city districts of Chelyabinsk) or to the appropriate official responsible for the solution of appeals issues, with the notification of a citizen, that has sent the appeal, about the readdressing, except cases in which the text of the appeal cannot be read.

Written appeals that contain information concerning possible violations of the legislation of the Russian Federation in the migration sphere, shall be sent within 5 days from the date of registration in the Office of the Federal migration service of Russia in Chelyabinsk region and in the Government of Chelyabinsk region with notification of a citizen, that has sent the appeal, about the readdressing, except cases in which the text of the appeal cannot be read.

104. The appeals, received in the form of an electronic document, shall be resolved in the manner prescribed by these Regulations.

105. The responsibility for timely, unbiased and comprehensive solution of the issues raised in appeals of citizens is held by the Head of the city, first Deputy Heads, Deputy Heads, other authorized officials of the City Administration whithin their competence.

106. The written reply to the applicant with the materials of the appeal's consideration from the corresponding structural unit of the City Administration are transmitted to the appeals department, including electronic documentation system, to release the control.

107. the documents for the reception and consideration of appeals of citizens are grouped into cases and stored in the appeals department in electronic form and on paper in accordance with the nomenclature of the issues of the City Administration and the requirements of the Federal law from 27.07. 2006 no. 152-FZ "Conserning personal data".

108. The appeals department organizes accounting and analysis of the issues, contained in the appeals of citizens, summarizes the results of the work with appeals of citizens in the City Administration, requesting relevant information on a quarterly basis in structural units of the  City Administration in forms, approved by the Government of Chelyabinsk region, as well as provides aggregated information in a form of a report to the Head of the city, first Deputy Heads, Deputy Heads.
